The Bosporus Strait Cooperation and Arbitration Council (BSCAC), an initiative of the Global South Economic Forum (GSEF), is a critical platform dedicated to fostering collaboration, dispute resolution, and sustainable development across the Bosporus Strait. To establish a collaborative platform uniting countries and stakeholders dependent on the Bosporus Strait to:

Fostering Regional Collaboration

  • Build trust and cooperation among bordering nations and user states to guarantee equitable access and shared responsibilities for the Bosporus Strait’s management.

  • Facilitate regular, inclusive dialogues to address geopolitical and trade challenges affecting maritime safety and regional stability.

Arbitration and Dispute Resolution

  • Establish a neutral arbitration council to impartially resolve disputes concerning territorial claims, navigation rights, and trade logistics.

  • Ensure decisions comply with international maritime law and promote peace and fairness among stakeholders.

Enhancing Security

  • Develop joint strategies to combat illegal trafficking, piracy, and unauthorized naval activities in the Bosporus, reinforcing the security of critical trade routes.

  • Strengthen maritime monitoring, including vessel traffic management and information systems (VTMIS), and promote information sharing among coastal states and maritime authorities.

Optimizing Trade and Logistics

  • Advocate for streamlined regulations to minimize bottlenecks and improve the efficiency of maritime operations through the Bosporus.

  • Support modernization of port and navigation infrastructure to effectively manage increasing trade volumes and vessel traffic.

Why BSCAC Matters

The Bosporus Strait serves as a critical chokepoint for global trade and energy transit, with an estimated 631.92 million tons of cargo passing through in 2021 alone, including bulk carriers, container ships, tankers, and other vessel types essential to regional and international commerce. In 2023, approximately 83,900 ship transits occurred through the Turkish Straits, including the Bosporus, underscoring its heavy maritime traffic and strategic importance.

However, this vital waterway faces significant challenges including maritime congestion, environmental risks, and geopolitical tensions, all of which threaten its stability and operational safety. The Bosporus Strait Cooperation and Arbitration Council (BSCAC) addresses these pressing issues by fostering multilateral cooperation, resolving disputes, and strengthening security measures to ensure the Bosporus remains a secure, efficient, and environmentally sustainable maritime corridor.

How BSCAC Operates
