The Council plays a vital role in navigating complex disputes, such as the high-profile arbitration case between the Panama Canal Authority and Grupo Unidos por el Canal (GUPC), involving cost overruns and construction quality during the canal’s expansion. Such arbitration proceedings exemplify PCCAC’s commitment to fair, transparent resolution mechanisms protecting stakeholders’ interests and ensuring project integrity.

In early 2025, the canal set a new record with 1,200 container ship transits within the first five months, a 10.2% increase compared to the previous year, reflecting its growing strategic importance.

Despite its vital role, the canal faces challenges such as geopolitical tensions, environmental concerns like drought-induced water scarcity, and operational inefficiencies that can threaten its uninterrupted function. The Panama Canal Cooperation and Arbitration Council (PCCAC) provides a critical collaborative framework that unites stakeholders including Panama, neighboring countries, global trade entities, and maritime operators to address these challenges comprehensively.

How PCCAC Operates

The Future of the Panama Canal

Looking ahead, the Panama Canal Authority (ACP) has unveiled a comprehensive 10-year investment plan (2025–2035) totaling approximately $8.5 billion. This strategic plan includes:

  • Development of an energy corridor featuring an 80-kilometer liquefied petroleum gas (LPG) pipeline connecting both canal banks, designed to reduce congestion by transporting fuel without requiring vessels to transit the locks.

  • Construction of a $1.6 billion dam and reservoir on the Río Indio to increase water supply during dry seasons, enabling more daily transits and securing potable water for over half the Panamanian population.
