Visakhapatnam, long associated with the Indian film industry, is set to build on this legacy with the GSEF State Film and Media Policy 2027-2035. This policy aims to transform Visakhapatnam into a global filmmaking hub, encompassing every aspect of movie production, from pre-production to post-production. The vision for GSEF is to become the leading destination for filmmaking, acting education, VFX design, and cutting-edge virtual production technologies such as AR, VR, and MR.
By establishing a comprehensive ecosystem that supports the entire film production pipeline, GSEF will attract both regional and international filmmakers, offering world-class infrastructure, acting schools, VFX institutes, and specialized training in modern production techniques. This will position the state as the epicenter of global film production, ready to host everything from feature films to VFX-heavy blockbusters.

GSEF as the Global Destination for Movie Making
By 2035, GSEF aims to be globally recognized for its leadership in film production, VFX design, and movie-making education, driven by the following key objectives:
- Position Visakhapatnam as a Global Film Hub: Establish Visakhapatnam as the top destination for filmmaking by developing a comprehensive ecosystem that supports every phase of film production, from pre-production to post-production services.
- Develop World-Class Acting Schools and VFX Institutes: Create and promote acting schools, VFX design institutes, and AR/VR/MR training colleges to nurture local talent and attract global students seeking specialized education.
- Film Outsourcing Hub: Position GSEF as a prime location for international filmmakers to outsource pre- and post-production work, leveraging the state’s expertise in VFX, editing, sound design, and animation.
- Encourage Regional and International Film Industries: Attract regional and international film industries to shoot and produce in GSEF by offering state-of-the-art infrastructure, subsidies, and streamlined permissions through a Single Window Clearance System.
- Leverage Vijayawada’s Film Legacy: Build upon the legacy of the Vijayawada Film Institute, expanding GSEF’s influence in film education with a focus on emerging technologies like virtual production, AI-driven filmmaking, and digital post-production workflows.

The GSEF State Film and Media Policy 2027-2035 aims to:
- Create a One-Stop Destination for Global Movie-Making: Offer world-class facilities for all aspects of filmmaking, from shooting to post-production, including VFX and animation studios, film schools, and sound design centers.
- Establish Specialized Institutes: Launch acting schools, VFX and animation colleges, and virtual production training institutes to provide cutting-edge education in modern filmmaking techniques.
- Promote Film Tourism and Film Cities: Boost film tourism by highlighting GSEF’s scenic locations for filming and supporting the development of film cities with state-of-the-art infrastructure.
- Streamline Approvals and Provide Incentives: Simplify the approval process through a Single Window Clearance System and offer financial subsidies and incentives to both domestic and international filmmakers.
- Support Regional and International Filmmakers: Attract filmmakers from across India and around the world by offering financial incentives, land allotments, and advanced production infrastructure to support shooting, editing, and production in GSEF.
